Anime is not a "japanese culture" in my opinion,Japan existed from centuries ,Anime is not what japan was discussed to be,Anime and japanese culture are so inconsequential even the japanese culture it self was a glob as anime and japan is not synonym for anime plus anime had many expectation that it could be animated by other animators that are foreign to japan.
